The village level Primary Dairy Cooperative Societies are formed by milk producer farmers owning Cow or Buffalo who purchase a share to become a member of the Dairy Cooperative Societies. Each village level DCS is managed by an elected Management Committee of farmers who appoint a Secretary for the daily routine activities of the DCS like procurement of milk, its testing, supply of milk to the Rajkot Dairy, payment to the farmers & supply of essential inputs, etc.

The Rajkot District Co-operative Milk Producers Union Ltd(RDCMPUL )is managed by an elected Board having 19 members, out of which four nominated members (one nominee of Government, one nominee of GCMMF, one nominee of NDDB and one nominee of the District Cooperative Bank), one CEO( MD -an union employee) and 14 elected members who in turn elects the Chairman for the Milk Union.

The Chairman of the Milk Union appoints a Managing Director for day to day activities of the Union with the help of responsible departmental heads of important divisions like Cooperative Services & Animal Husbandry, Engineering, Plant Operations, Accounts, Administration etc.
